Supporting the implementation of NDCs in the Caribbean – transforming the transport and energy sectors towards a low-carbon and climate-resilient future (NDC-TEC)

The project is supporting Caribbean countries at implementing paradigm shifting actions and increasing the ambition of their NDCs. Six countries shall receive tailor-made technical assistance at implementing their NDCs and developing funding strategies for climate-friendly investments. The project supports ministries at aligning sectoral strategies with their NDCs and implementing MRV systems that feed back into increasing ambition for future NDC cycles. Three “transformation flagships” in the priority sectors energy and transport, which have been selected during the preparation phase, form the core of the project. They shall provide evidence for paradigm shift potentials, leverage funding for profound sectoral transformation and work hand-in-hand with the private sector. In the end, the project shall contribute to significant GHG emission reductions and promote climate resilience.

State of implementation/results

  • A strong cooperation structure has been established, both within the implementing consortium of international and regional organisations, as well as with the partner countries.
  • The university course “Electric Mobility - Fundamentals of EV Technologies” has been developed by The University of the West Indies (UWI) in the scope of the project and has been taught in the January and September semesters of 2024 with a total of 69 students (of which 23 female) concluding the course successfully. A second course “Dynamics, Safety and Economics of EV Technologies” has been developed by The UWI. This course has commenced in January 2025 with around 30 registered participants.
  • A virtual and a blended (in-person and virtual) Training of Trainers (ToT) course on Electric Mobility was conducted by The UWI in July 2024 with 83 participants (23 female) from 11 Caribbean countries, targeting educators from secondary schools, Technical and Vocational Education and Training (TVET) institutions and universities. An EV and charger procured under the project were also commissioned and used in the in-person training.
  • The revision of the national determined contributions (NDCs) is ongoing for four partner countries (Jamaica, Belize, Grenada, Antigua & Barbuda). Saint Lucia has submitted their updated NDC on the 5th of February 2025, with support from NDC-TEC, as first country in the Caribbean.
  • Three regional policy advisory assignments are underway on 1) efficient incentive mechanisms for sustainable transport; 2) environmentally sound management of end-of-life for batteries and e-waste and 3) green public procurement in the transport sector.
  • The technical design of the pilot investments is currently being developed in close cooperation with national stakeholders. The pilot investments include:
    • Electrical vehicles for the government fleet in Saint Lucia including installation of solar equipment and charging infrastructure. The following services have been identified for participation: police, health, water utility, fire service, Ministry of Infrastructure and the postal service.
    • Electrifying public transport in the Kingston area in Jamaica, tentatively focussing on solar generation capacity and efficient charging hardware and software for existing e-buses.
    • A third pilot is under development and will most likely focus on electric water transportation for the Coast Guard and fishery in Grenada, including solar-PV and charging equipment.
  • Assignments on the end of life of EVs, recommendations on green procurement as well as a study on efficient ev incentive mechanisms.
