Sino-German Cooperation on Climate Change – NDC Implementation

As part of China's Nationally Determined Contributions (NDC) to the Paris Agreement and China's Long-term Low Greenhouse Gas Emissions and Development Strategy (LT-LEDS), the project supports the realisation of climate policy measures within the 14th Five-Year Plan until 2026 to accelerate the implementation of the current NDC targets and the 2030/2060 targets and as a basis for future NDCs. The aim is to implement existing possibilities and create new opportunities for ambitious climate action. Specifically, the project supports the administrative units nationally and in selected provinces responsible for climate policy by developing resources and skills and disseminating climate policy knowledge as well as case studies for the successful implementation of climate policy.

State of implementation/results

  • The project brings together German and Chinese government representatives and experts for dialogue on climate governance, policy and legislation at various administrative levels in order to promote the exchange of experience and contribute to strengthening the legal and regulatory framework for climate protection measures in China. It provides international experience as a reference for policy makers in the Chinese Ministry of Environmental Protection as well as downstream think tanks and advisory bodies, e.g. in the form of specialist studies and dialogue events.
  • In September 2024, for example, the study "Global Overview on Inclusion of Non-CO2 Emissions in NDCs" was presented to representatives and the National Center for Climate Change Strategy and International Cooperation (NCSC) as well as other climate experts as a reference for the upcoming update of China's climate targets. Furthermore, experts from both countries exchanged experiences and challenges with the codification of environmental and climate law on the basis of background papers in a series of specialist workshops.
  • Another focus is the promotion of exchange and cooperation with actors at the subnational level. By providing German and European best practices, the project supports the partner provinces of Anhui, Hunan, Guangdong, Shaanxi, Sichuan, Shandong and Inner Mongolia in formulating strategies to reduce greenhouse gas emissions, e.g. with regard to reducing methane emissions, decarbonising the cement sector and sustainable transport. Between October and December 2024, the project organised a total of four expert workshops with representatives from local governments, academia and industry to promote the exchange of experience on sectoral mitigation strategies.
  • At the same time, the project is supporting the provinces of Sichuan, Shaanxi and Guangxi in developing local climate adaptation strategies by providing input in the form of workshops, training courses and studies. At the turn of 2024/25, the project organised two specialist workshops on climate impact and risk assessment as well as approaches to strengthening the resilience of natural and urban ecosystems.
  • The approach is complemented by peer-to-peer dialogues and practical insights in the context of study trips to Germany, for example with representatives of NCSC and the partner provinces on the topic of climate adaptation in September and with the environmental authority of the city of Beijing on climate governance in October 2024.
  • As an interface project for the International Climate Initiative (IKI) in China, the project promotes knowledge exchange and networking within the IKI and with relevant stakeholders. In December 2024, the project organised an event with the environmental and climate community in Beijing to discuss the results of the climate change and biodiversity COPs.
